01 — Location

The site

The site lies off Lower Dunton Road, within Thurrock Council's area, close to Horndon-on-the-Hill and within a short drive of Basildon, Grays and the Thames Enterprise Park.

It currently comprises open agricultural land and a small number of existing buildings, bounded by mature trees and hedgerows.

03 — Housing need

Local housing need

Thurrock faces a significant housing land supply shortfall, with considerably less than the five years' supply required by national planning policy. The borough has also experienced persistent under-delivery against its housing requirements.

New homes, including homes that meet a specific, evidenced local need, are therefore needed to help address this shortfall.

04 — Approach

Why custom-build?

Rather than a conventional housebuilder-led scheme, Malgraves Cottages is proposed as a custom-build development. This means future residents would be able to have real input into their new home – from the internal layout to the external materials and finishes.

Thurrock Council maintains a register of residents seeking a self- or custom-build plot, and national planning policy supports the provision of homes to meet this demand.
